The Supreme Petroleum Council (SPC) was established by law No. (1) of 1988. As per the said Law, the SPC is the highest authority responsible for the petroleum affairs in the Emirate of Abu Dhabi, laying down the Emirate’s policy and its objectives in all sectors of the petroleum industry, in addition to issuing resolutions for implementing its policy, and follow up such resolutions until the achievement of the aspired results.
By its enactment, the SPC has taken over all the responsibilities of the Petroleum Department as well as those of the Board of Directors of the Abu Dhabi National Oil Company (ADNOC); particularly implementing Law No. (8) of 1978 regarding the Conservation of the Petroleum Resources which stated that all oil operations and relations with the operating companies of those which have concession agreements should be carried out as per the rules of the said law.
The Law No. (1) of 1988 has empowered SPC all authorities and powers and to issue resolutions, follow-up the same relating to petroleum affairs in the Emirate of Abu Dhabi.
His Highness Sheikh Khalifa Bin Zayed Al Nahyan issued Emiri decree on 25 June 2011 restructuring SPC under His Highness Chairmanship and with membership of:
